  Recently, many regions in the country have lit up the "red light" for energy consumption dual control. With three months left until the year-end "big test," the regions named by the Ministry of Industry and Information Technology have successively taken measures to quickly improve energy consumption issues. Major chemical provinces such as Jiangsu, Guangdong, and Zhejiang have taken strong actions, implementing measures such as "open two, stop five," "limit production by 90%", and "thousands of enterprises stop or limit production," catching local enterprises off guard. Enterprises that do not cooperate with power restrictions will face forced closure by government departments!

  Electricity is the blood of industry, and its extreme importance is self-evident. Affected by rising prices of thermal coal, natural gas, and other energy sources, as well as national dual control policies and environmental protection factors, 12 provinces across the country have been forced to implement power restrictions due to energy consumption "dual control," insufficient power supply, and environmental protection production restrictions.   Guangdong: Power outage for 4 days

  According to news from the Dongguan power grid in Guangdong, from September 22 to 26, 2021, industrial production that meets electricity consumption requirements will be stopped all day. Industry insiders revealed that ordinary factories will have a power outage for 4 days, while high-energy-consuming factories will be out of power for a week.

  The Guangdong power grid stated that starting from September 16, the "open two, stop five" electricity usage plan will be implemented, with staggered rest days on Sundays, Mondays, Tuesdays, Wednesdays, and Thursdays. On staggered days, only security electricity load will be retained, and the security load will be below 15% of the total load!

  Shandong: Energy consumption dual control, daily power shortage of 9 hours

  According to a warning announcement from the Rizhao Power Supply Company, there is insufficient coal supply in Shandong Province, with a daily electricity gap of 100,000 to 200,000 kilowatts in Rizhao, mainly occurring from 15:00 to 24:00. The shortage is expected to continue until September, and power restriction measures have been initiated.

  Jiangsu: Power outage until October 8

  Based on the "open two, stop two" policy, cities such as Taizhou and Xinhua in Jiangsu have issued notices that all industrial enterprises must stop production and power supply, with the power outage expected to last until 24:00 on October 8.

  Zhejiang: Chemical plants and others shut down until September 30

  Zhejiang's energy dual control has been upgraded, with Hangzhou organizing a batch of high-energy-consuming and high-polluting enterprises for centralized maintenance from July to September, with power restrictions set at 20% of the first quarter. Previously, it was rumored that high-energy-consuming enterprises in Zhejiang Province would shut down from September 21 to 30.

  Yunnan: Reduce yellow phosphorus production by 90%.

  Two rounds of power restrictions have been implemented, and further measures will continue to be enforced. Industrial silicon enterprises must not exceed 10% of the August production from September to December (i.e., a 90% reduction in production); from September to December, the average monthly production of yellow phosphorus production lines must not exceed 10% of the August 2021 production (i.e., a 90% reduction in production).

  Inner Mongolia: No longer approving synthetic ammonia and ammonium phosphate

  Strictly control the time of power restrictions for enterprises, with electricity prices not exceeding a 10% increase. Since 2021, Inner Mongolia has stopped approving coke (blue carbon), calcium carbide, polyvinyl chloride (PVC), synthetic ammonia (urea), methanol, ethylene glycol, caustic soda, soda ash, ammonium phosphate, yellow phosphorus... and polysilicon and monocrystalline silicon without downstream conversion will no longer be approved.

  Anhui: Power supply gap of 2.5 million kilowatts

  According to the news from the Anhui Provincial Energy Supply Guarantee Work Leading Group Office: The province will experience a power supply and demand gap. On September 22, the maximum electricity load in the province is expected to reach 36 million kilowatts, with a power supply and demand balance gap of about 2.5 million kilowatts, making the supply and demand situation very tense. It has been decided to launch an orderly electricity usage plan for the entire province starting from September 22.

  Shaanxi: Power restrictions until the end of the year

  The Development and Reform Commission of Yulin City, Shaanxi Province, has released energy consumption dual control targets, stating that newly built "two high projects" cannot be put into production, and existing "two high" projects must limit production by 60% based on last month's output. Other "two high" enterprises will implement measures such as reducing production line operating loads and suspending mineral thermal furnace production to ensure a 50% production reduction in September.

  According to statistics, Shaanxi Yulin has an electrolytic aluminum production capacity of 600,000 tons. Based on a 50% reduction, the operating capacity will decrease by 300,000 tons. Adjustment period: September 2021 - December 2021.

  Power restrictions and outages have already spread to industrial production nationwide. It is expected that as the dual control work progresses, power restriction measures will continue until the end of the year, and the raw material gap may expand.
